Why €750 here and €3,000 elsewhere

It’s a fair question, and the answer isn’t “because it’s worse”. It’s overheads.

An agency quote carries an office, account managers, project managers and a sales team. Every one of those people has to be paid out of your website. None of them will be the person who actually designs it.
